The Administrative Services Department provides administrative support for other city departments.
These responsibilities include such services as budgeting, accounting, financial reporting, investing and use of city funds, financial policy development, debt management, business licensing, utility billing, risk management, purchasing, central stores, data processing services, and support of city computer networks and work stations.
Administrative Services Divisions
Finance is responsible for oversight of the Administrative Services Department. This includes direct supervision of the managers for Clerk/Treasurer; Accounting; Purchasing; and Information Services. This division is also responsible for the city's budget; financial reports; citizen survey, strategic planning and performance management; and all fiscal matters concerning the city.

Purchasing and Contracts Division is responsible for vendor sourcing documents; contract development, negotiation, and review; purchase order issuance; sole source request review and approval/disapproval, and guidance and interpretation to internal clients.
