William A. Franz is a licensed professional engineer, a University of Washington graduate and has worked for the City since 1991.  Bill has served as director since 2004.  Bill manages the department of 72 employees, 12 business lines and an annual budget of $15 million.

Bill’s previous positions with the city include engineering services manager, plans reviewer, project manager and environmental engineer. Prior to his employment at the city, Bill worked for several years as an engineer with King County's Building and Land Development Division and with the Washington State Department of Transportation.

A Message from the Director

I want to thank you for taking an interest in Lynnwood Public Works.

My name is Bill Franz and I am the Director of the City of Lynnwood Public Works Department.  I have been a member of the Lynnwood Public Works team since 1991 a resident of south Snohomish County since 1988.

As leader of the Public Works Department, I take our mission very seriously.  Our mission statement reads:

“The Public Works Department will effectively and efficiently develop, manage and operate the physical infrastructure that is the foundation of the City’s health, safety and welfare while enhancing the quality of life in our community.”

What we do for you is provide you with the basics of life.  For example, we keep the systems running that bring water to your home, allow you to flush your toilets, and enable you to drive around the City.  We are part of the team that regulates development of land, wetlands, and trees to protect and enhance our landscape.  In all, we provide many services that touch your lives in many ways.  If we are doing our job well, you can take these services for granted.  We want you to be able to take us for granted.

If you are aware or concerned about anything related to services we provide - WE WANT TO HEAR FROM YOU!  As our mission is to “effectively and efficiently develop, manage and operate” the system, it is important that we know when something isn’t working properly.  I’ll thank you in advance for letting us know about what you are experiencing and being a part of the solution to these problems, for your benefit and the benefit of your neighbors.  Please look for the online request portal .  This is a new and user-friendly portal for you to easily report issues to us.

Our mission also includes planning and developing infrastructure improvements that will benefit us and those who will come after us.  These are exciting times for the City and the Public Works Department.  We continue to work on projects and initiatives that I think you will find interesting.
