Pre-Development Meetings

Pre-development meetings are a valuable resource in the processing of your application, particularly if you are unfamiliar with City standards, required permits, or if your proposal is complex or needs multiple approvals.  Prospective applicants for building permits, State Environmental Policy Act (SEPA) review, subdivision, or other land use action, permit or approval may find it useful to request a pre-development meeting. 

At a cost of $200, this meeting provides you with an opportunity to discuss your proposal with City staff prior to submitting a formal application.  Upon formal application, the fee of $200 will be credited towards your development review charges. 

In order to apply for a Pre-Development Planning Meeting, you will need to:

  • Go to the DBS Portal
  • Create an account on the DBS Online Portal
  • Click Apply and search for Pre-development Planning Meeting
  • Fill out the online application and questionnaire
  • Submit at minimum a PDF site plan, which can be conceptual (does not have to be designed for formal plan review)
  • Provide as much detail in your application as you can

New Construction

Any owner or owner's authorized agent who intends to construct, enlarge, alter, repair, move, demolish or change the occupancy of a building or structure, or to cause any such work to be performed, shall first make application to the City of Lynnwood and obtain the required permit.

BUILDING PERMIT APPLICATION & SUBMITTAL REQUIREMENTS

Commercial Building Permit applications may be accepted online via email. To submit, simply fill out the General Building Permit Application below and email it with an electronic set of plans and other submittal requirements (see Single-Family New Construction or Addition Submittal Checklist) to permits@lynnwoodwa.gov.

Due to Covid, all applications, plans, and submittals are being accepted online and requirements for paper copies are waived, however plan size must meet minimum size requirements (see Commercial New Construction Submittal Requirements).

 

Tenant Improvements

A building permit is required for any Tenant Improvement where the tenant is changing the use, changing the character of the use, or is a first-time tenant. A separate plumbing and mechanical permit may also be required.

Electrical

An electrical permit is required for most electrical work and ensures your installation conforms to safety codes and standards.  The City of Lynnwood issues Electrical Permits and conducts inspections for work done within Lynnwood City Limits.  Electrical Permits must be applied for by a licensed contractor.

 

Demolition of Structures

This applies to the demotion of commercial buildings and does include interior demolitions.

A Sewer Capping Permit and Inspection by Public Works is required prior to submittal of your Demolition Permit Application.

Puget Sound Clean Air Agency Demolition Application
Completed application must be included with your City of Lynnwood Demolition Permit Application.

Spill Prevention, Control and Countermeasures (SPCC) Plan(DOC, 146KB)

Environmental Review (SEPA) - State Environmental Protection Agency (SEPA) review required unless the project is exempt from SEPA review.

Interior Demolition

Requires two sets of plans showing existing and proposed floor plan.

 

Signs

Different sign regulations apply to specific zones, including City Center, Highway 99, and Alderwood-City Center Transition Area.  


Banner Signs

Lynnwood businesses may display temporary commercial banners.  Banner sign permits are issued over the counter at Development & Business Services and do not require plans.

Plumbing

A Plumbing permit is required for most Plumbing work and ensures your installation conforms to codes and standards.  The City of Lynnwood issues Plumbing Permits and conducts inspections for work done within Lynnwood City Limits.  Unless specifically exempted a permit is required for all Plumbing work. 

 

Mechanic

A Mechanical permit is required for most Mechanical work and ensures your installation conforms to codes and standards.  The City of Lynnwood issues Mechanical Permits and conducts inspections for work done within Lynnwood City Limits.  Unless specifically exempted a permit is required for all Mechanical work.  

Mechanical permit applications require one-line drawings.  Mechanical permit applications also require an electrical permit application. 

 

Racking

Non-fixed and movable fixtures, cases, and racking which are over 5 ft. 9 inches in height require a permit. 6 feet and over requires seismic attachments and 8 feet and over requires engineering with calculations.
