The City Council welcomes your attendance and participation during Council Meetings. All business of the Council is conducted in public (expect for Executive Session items such as property acquisition, personnel issues, and potential litigation) and community members are welcome to attend, listen, and provide comments.

Some of the City Council's primary duties are to make laws, adopt regulations and budgets, levy taxes, authorize public improvements, provide for public safety and health, approve board and commission appointments, and oversee a wide-ranging agenda for the people of Lynnwood.

Work Sessions are held on the 1st, 3rd and 5th Monday of the month and the 3rd Wednesday of the month.

During Work Sessions City Council Members are able to discuss topics, receive briefings, reports and memorandums from City staff as well as hear presentations from City staff and outside organizations. During a Work Session, no formal decisions can be made by the Council. The Council follows Robert's Rules of Order during their meetings to allow for courtesy and orderly flow of the meetings. During Work Sessions is not an opportunity for public comments.

Regular Business Meetings are held on the 2nd and 4th Monday of each month.

Business Meetings follow a very formal and specific format. During a Regular Business Meeting City Council Members make a formal vote on items that were discussed at a previous Work Session, adopt previous meeting minutes, and present proclamations and resolutions. During Regular Business Meetings members of the public have an opportunity during the 'Citizen Comments' portion of the agenda to make a comment to the Council on any topic.

Periodically the City Council holds other meetings such as Special Work Sessions and Special Business Meetings. During these meetings, only the items listed on the agenda may be discussed.

Public Hearings may be held during Regular Business Meetings or Special Business Meetings, and allows the public to attend and make a comment regarding the specific topic of the public hearing.

Three members of the City Council serve on the Finance Committee to provide guidance on fiscal matters and new proposals with budgetary impacts. Meetings of the Finance Committee are open to the public, and are typically held on the 3rd Thursday of each month at 3:00 PM in Conference Room 4 at City Hall.

These meetings do not include public comment, but do offer residents and opportunity to observe discussions on important financial topics. Normally the Finance Committee does not meet during the months of August and December.
