NOTICE REGARDING UTILITY ACCOUNTS FOR RENTAL PROPERTY
As of September 15, 2021, Lynnwood is no longer creating new utility accounts in the name of tenants. Existing tenant accounts will not be impacted. However, when tenants change, accounts will be transitioned to the property owner. We apologize for any inconvenience.
By law, property owners are ultimately responsible for utility charges. Allowing tenant accounts has been a customer courtesy that can no longer be sustained. Most utility providers ended this courtesy years ago.
The City accepts utility payments from anyone, including tenants, property management companies, banks, trusts, and social service agencies. Also, paying a utility bill online is fast and convenient. To create an account login, you will need the account number and Customer ID number, which can be provided to the tenant by the property owner. Better yet, enroll for electronic billing and auto-pay! Property owner can pro-rate bills for tenants moving in or out by using the meter reading date and the daily per diem on the most current bill.

ALL 2021 UTILITY BILLS ARE EXPERIENCING A ONE TIME DELAY
***Due to the change in water meters and the ransomware attack on AFTS (listed below), all 2021 Utility bills have been delayed. For estimated timeframe on when your next bill will be available please contact Utility Billing via phone or email.***
On Friday, February 5, 2021, the City’s vendor for mailing paper utility statements experienced a malicious ransomware attack. AFTS (Automatic Funds Transfer Services) prints and mails utility bills sent via the U.S.P.S. The City of Lynnwood provides AFTS only with the information shown on billing statements, such as customer name, address, and utility account number. The City’s computer network and data remain safe.
The City of Lynnwood is in the process of replacing all water meters with “smart” meters to provide better leak detection, automate meter reading, and improve our service to you. In some instances, this work is causing a one-time delay in the issuance of our bi-monthly utility statements.

Typically, utility payments are due 14 days after the statement is sent. Because of COVID-19, Lynnwood is not imposing penalty fees for late payment, and is not turning off water due to non-payment. Also, the City is currently reviewing its terms for utility payments to help our customers facing financial hardship. Customers are encouraged to continue to make regular payments to keep their balance due manageable.

The City is updating its rules to make payment plans more responsive to customer needs. At this time, the City is not imposing late fees or denying service due to lack of payment. We encourage you to continue to make payments to avoid falling behind.
Residents who live inside the city limits will receive a bill bi-monthly for their utilities - water, sewer and storm water services.
Utility Billing within the Administrative Services Department is responsible for billing and collecting payments and providing billing related customer service for water, sewer and storm water services provided by the City of Lynnwood.
