NOTICE REGARDING UTILITY ACCOUNTS FOR RENTAL PROPERTY

As of September 15, 2021, Lynnwood is no longer creating new utility accounts in the name of tenants.  Existing tenant accounts will not be impacted.  However, when tenants change, accounts will be transitioned to the property owner.  We apologize for any inconvenience.

By law, property owners are ultimately responsible for utility charges.  Allowing tenant accounts has been a customer courtesy that can no longer be sustained.  Most utility providers ended this courtesy years ago.

The City accepts utility payments from anyone, including tenants, property management companies, banks, trusts, and social service agencies.  Also, paying a utility bill online is fast and convenient.  To create an account login, you will need the account number and Customer ID number, which can be provided to the tenant by the property owner. Better yet, enroll for electronic billing and auto-pay!  No more paper, checks, or postage! The City’s webpage for utility billing has enrollment instructions: Water/Sewer Bill Payments

Property owner can pro-rate bills for tenants moving in or out by using the meter reading date and the daily per diem on the most current bill.

ALL 2021 UTILITY BILLS ARE EXPERIENCING A ONE TIME DELAY

***Due to the change in water meters and the ransomware attack on AFTS (listed below), all 2021 Utility bills have been delayed.  For estimated timeframe on when your next bill will be available please contact Utility Billing via phone or email.***

On Friday, February 5, 2021, the City’s vendor for mailing paper utility statements experienced a malicious ransomware attack.  AFTS (Automatic Funds Transfer Services) prints and mails utility bills sent via the U.S.P.S.  The City of Lynnwood provides AFTS only with the information shown on billing statements, such as customer name, address, and utility account number.  The City’s computer network and data remain safe.  

The City of Lynnwood is in the process of replacing all water meters with “smart” meters to provide better leak detection, automate meter reading, and improve our service to you.  In some instances, this work is causing a one-time delay in the issuance of our bi-monthly utility statements.

Typically, utility payments are due 14 days after the statement is sent.  Because of COVID-19, Lynnwood is not imposing penalty fees for late payment, and is not turning off water due to non-payment.  Also, the City is currently reviewing its terms for utility payments to help our customers facing financial hardship.  Customers are encouraged to continue to make regular payments to keep their balance due manageable.

***PAYMENT ARRANGMENTS***

 The City is updating its rules to make payment plans more responsive to customer needs.  At this time, the City is not imposing late fees or denying service due to lack of payment.  We encourage you to continue to make payments to avoid falling behind.

 Residents who live inside the city limits will receive a bill bi-monthly for their utilities - water, sewer and storm water services.

Utility Billing within the Administrative Services Department is responsible for billing and collecting payments and providing billing related customer service for water, sewer and storm water services provided by the City of Lynnwood.

By Phone

You can pay by phone with credit/debit card (Visa, MasterCard, or Discover) by calling 425-670-5000 and press 0 to make a payment.

Payments can be made on the phone between 8:30 am and 4:00 pm

There are no fees for water/sewer bill payments over the phone.

In Person

You can pay in person with cash, check, money order, or credit/debit (Visa, MasterCard, Discover, or American Express) at Lynnwood City Hall located at 19100 44th Ave W.

Payments can be taken in person between 8:30am and 4:00 pm

You can pay after hours by dropping off your check or money order in our drop box located in the City Hall parking lot. We do not accept cash in the drop box. 

Money Order

Make your check or money order out to CITY OF LYNNWOOD. Please write your account on the memo line of the check or money order and provide a contact phone number. Keep in mind that it can take 3-5 business days for the US Postal Service to deliver mail to us.

If your water has been turned off for nonpayment, we cannot turn on your services until a full balance payment has been posted to your account. In this case please pay in person or over the phone during business hours.

WAS YOUR WATER TURNED OFF FOR NONPAYMENT? 

We are not able to turn your water on again until your full balance payment posts to your account. We recommend you pay your full balance in person at City Hall so the payment posts immediately. If you pay online or via mail a delay of several days may occur.

  • Call 425-670-5000, option 0 to make a payment. We are able to take payments over the phone Monday through Friday between 8:30 am - 4:00 pm. We are closed on weekends and holidays.

In 2019, the Lynnwood City Council adopted ORDINANCE 3345(PDF, 5MB)  which set the rates for 2020-2025.  This was amended on 01/01/2020.  The new rates will ensure that the utility’s fiscal health, meet operational and capital infrastructure needs and to establish an equitable rate structure. Our water and sewer rates continue to remain among the lowest in the region
