2024 Comprehensive Plan

The City of Lynnwood is updating the Comprehensive Plan (Plan) for the next 20 years! We want to maintain and improve the quality of life for everyone that lives, works, and plays in our City.

Background

A Comprehensive Plan envisions a city’s future. It describes a city’s long-term vision for growth, infrastructure, and services. It articulates a series of goals and policies intended to guide the day-to-day decisions of elected officials and staff.

Comprehensive Plans continually evolve to address long-term opportunities and challenges. The most recent version of Lynnwood’s Comprehensive Plan was updated in 2015. 

Why Does Lynnwood Need to Update Its Comprehensive Plan?

Lynnwood is a dynamic and growing city. Much has changed since the 2015 update, and more change is expected. It’s time to update our Comprehensive Plan to proactively plan for the next 20 years.

The City has an annual process to make minor changes to our Comprehensive Plan. State law (the Growth Management Act (GMA)) requires cities to make periodic updates to review and address more substantial changes to their Comprehensive Plans.  The City’s next periodic update to the Comprehensive Plan is required to occur before June 30, 2024.

Comprehensive Planning in Washington State

In Washington State, comprehensive planning is performed under the Growth Management Act (GMA).The GMA provides a framework for state, regional, county, and local planning coordination. It requires coordination and consistency between comprehensive plans for all jurisdictions in the same county and region.

Statewide Coordination

The Growth Management Act has 14 goals, which are the foundation of all comprehensive plans.  

1. Encourage compact urban growth 8. Maintain natural resource industries
2. Reduce Sprawl 9. Retain open space, enhance recreation
3. Encourage coordinated, multimodal transportation 10. Protect the environment
4. Plan for and accommodate for affordable housing 11. Encourage participation
5. Encourage economic development 12. Ensure availability of public facilities and services
6. Protect property rights 13. Encourage historic preservation
7. Predictable permitting 14. Manage shoreline development

Regional Coordination

 In October 2020, the Puget Sound Regional Council (PSRC), a regional agency of cities and counties, approved VISION 2050. VISION 2050 is the updated regional plan that includes the multicounty planning policies (MPPs). VISION 2050 provides a framework for county planning efforts.

Countrywide Coordination

 Snohomish County has been working in coordination with its cities and towns on updating the Countrywide Planning Policies (CPPs). The CPPs provide the framework for each jurisdiction's comprehensive plan updates for 2024.

Project Schedule

The City officially kicked off community planning efforts for this project in May 2022 through Big Ideas Month. The 2024 Comprehensive Plan update must be completed by the end of 2024 and is being coordinated with the City Center + Alderwood Plan.

The City anticipates that the Comprehensive Plan update will include research, conversations, and collaboration between the community, the City, and other jurisdictions and agencies. Lynnwood is a City where all are welcome. We know the City’s strengths lie in the diversity, talents, and character of our community. This plan will include a robust public engagement process to prioritize equity and ensure that there are opportunities for everyone to live, work, and play in Lynnwood.
