Lynnwood Police Department has probable cause for the arrest of Lane Scott Phipps DOB/02-22-1996.  He is described as 5'11", 185lbs, with blue eyes.  He is wanted for Assault 1st Degree, Felony Harassment, and additional crimes committed on July 5, 2022 at the Lynnwood Pick-N-Pull.  He also has active warrants for his arrest including Attempted Murder out of Whatcom County, and Escape from Community Custody from the Department of Corrections.  

He was last seen driving a 2011 Jaguar XF, displaying a temporary tag #A5378260.  He was armed with a black semi-automatic handgun.

On Tuesday July 5, 2022, at approximately 12:00pm, a Lynnwood Patrol Officer identified a vehicle associated with a subject wanted with active felony warrants for Attempted Murder 2nd Degree and a DOC Escape warrant for Assault 2.   The suspect is a White Male, 5’11” tall with a medium build, who was last seen driving a black Jaguar displaying a dealer’s temporary license plate.

The vehicle was parked in front of the Pick and Pull at 18306 Highway 99 in the City of Lynnwood.  The officer requested assistance to check the premises for the suspect.  Several officers located the suspect inside of the Pick and Pull wrecking yard and attempted to detain him.  Initial reports are that the suspect pulled out a handgun and put it to the head of a female he arrived with.  Officers attempted to negotiate with the suspect who then fled toward the main parking lot where his vehicle was parked.  It is reported by an uninvolved witness that as the suspect was climbing the fence, he fired at least one round and then a Lynnwood Police Sergeant returned fire.  The suspect made it to his vehicle, drove over the curbing, and fled the scene.  Another patrol unit initiated a brief pursuit but was unable to maintain visual contact as the suspect recklessly eluded.  Later, a witness reported a similar vehicle in the area but did not immediately alert authorities.  The vehicle or suspect have not been located.  There are no known injuries at this time to any involved individuals. 

This incident remains under active investigation.  The Lynnwood Police Department did consult with the SMART (Snohomish County Multi-Agency Response Team), who declined to conduct the investigation as no one was injured.  Lynnwood Police Department detectives are investigating and we will provide updates as the investigation progresses.  If you see the vehicle, please call 911 and do not approach the subject as he is considered armed and dangerous.
