Annual Permit Performance Report

In 2023, the state Legislature passed Second Substitute Senate Bill 5290 (SB 5290), which amends the Local Project Review Act (RCW 36.70B). Its purpose is to consolidate, streamline, and improve the local permit review process, particularly for residential development. Among other amendments, SB 5290 created new requirements for certain jurisdictions to submit annual performance reports to the Department of Commerce.

Subsequently Lynnwood adopted Ordinance No. 3474(PDF, 711KB)  to establish:

  1. Timeframes of permit review for project permits,
  2. Exemptions of projects permit review,
  3. Eliminating fees imposed for the cost of processing administrative appeals,
  4. Providing for on-call permitting assistances, and
  5. Supporting optional use of preapplication meetings.
