Location: The project location is within the City of Lynnwood’s right-of-way, along the southside of Maple Road between Alderwood Mall Parkway and Ash Way just north of 18150 26th Ave W., WA, 98036.
Project Description:
Wakefield Alderwood, LLC proposes to construct a 215 linear foot pedestrian trail and boardwalk adjacent to and paralleling the south side of Maple Road between Alderwood Mall Parkway and Ash Way. Two sections of the trail will be an elevated boardwalk over a Category III wetland and a Type F stream. The other section will be an on-grade sidewalk within the wetland buffer. This pedestrian trail is part of the project mitigation for the Lynnwood Place development. 48 cubic yards of fill and 70 cubic yards of cut proposed. There are two on-site critical areas, a Category III wetland and a Type F stream.

NOTICE OF DECISION: Housing Hope Scriber Place Redesign (PDR-010108-2023)
Decision: On May 23, 2024, Kim Williams of Designs NW Architects via Housing Hope requested a modification to PDR-010108-2023. PDR-010108-2023 was approved by the City of Lynnwood’s Development & Business Services Director on December 15, 2023. The proposal remains a 52-unit multi-family affordable housing development. The site is zoned RMH. The modification of the approved PDR was deemed necessary by the applicant to achieve complete compliance (LMC 21.25.180) with the previously approved PDR. Staff reviewed the proposed changes and found each of the four changes to be compatible and in compliance with the original approval, listed below.
- Stormwater Vault – relocate from fire apparatus access / driveway to SW corner of site (where portion of Building A was previously located). Provide grass turf outdoor recreation area above vault, to replace the eliminated community room in Building A. Existing Madrone tree near SW corner of site will remain and be preserved.
- Building B, C and D Roof Redesign – simplify roof massing to gabled roofs in the middle portion of each building.
- Site amenities refined to accommodate the redesigned Building A, such as picnic / play plaza, play area, benches, sidewalks, entry plaza and mailboxes.
- Building A Redesign – Reduced size of Building A. The prior Building A was 10,750 gross SF, proposed Building A is 6,754 total gross SF. Unit doors of Building A will continue to have visual connection to the play and recreation areas.

The proposed code amendment would amend LMC 21.46.100, Table 21.46.08 to combine court sport uses and health clubs into a single use category and add a definition of “health club” to LMC 21.02, Definitions. Table 21.46.08 would be amended to remove handball courts, racquet clubs, and indoor and outdoor tennis courts. These uses would be combined in the definition of health club.

NOTICE IS HEREBY GIVEN that the City of Lynnwood SEPA Responsible Official has issued a Determination of Significance (DS) for the following proposal.
Project Description: A new subarea plan is being developed for the City Center + Alderwood Regional Growth Center that will address land use, housing, economic development, transportation, parks and open space, and other topics. The Plan will be consistent with the Growth Management Act, Puget Sound Regional Council Vision 2050 Plan, and Snohomish County Countywide Planning Policies (CPPs). To support implementation of the subarea plan, the City of Lynnwood will prepare Planned Action Ordinance under RCW 43.21C.440 and associated SEPA Rules in WAC 197-11, which will require a Planned Action EIS. Future proposals consistent with the Planned Action Ordinance (and related level of analysis in the EIS), the subarea plan, and development regulations would be subject to a streamlined environmental review process.
Location: The Lynnwood Regional Growth Center is an approximately 764-acre area in the southeastern portion of Lynnwood, located along the I-5 freeway, approximately between the 44th Avenue W exit and the I-5/I-405 interchange. Most of the plan area is on the north side of I-5, and includes Lynnwood City Center, Alderwood Mall, the LINK Light Rail City Center station, and the future West Alderwood station. Planned Action Environmental Impact Statement: The City of Lynnwood, as lead agency for this proposal, has determined the need to prepare a new Planned Action EIS for the subarea under RCW 43.21C.440 given that a portion of the subarea is already encompassed with an adopted planned action area and ordinance. The City intends to adopt a new Planned Action Ordinance consistent with the subarea plan. The lead agency has identified the following areas for discussion in the EIS: Land Use Patterns and Socioeconomics, Consistency with Plans and Policies, Multimodal Transportation, Utilities (Including Water, Sewer, and Surface Water Management), and Public Services (Schools, Parks, Police, Fire/Emergency Services, Library, City Services.
Alternatives: The City will evaluate a no action alternative (that assumes no changes to current plans, policies, regulations, or zoning) and two action alternatives. The two action alternatives will include one that analyzes more concentrated growth in the Regional Growth Center (RGC) and one that analyzes more dispersed growth in the RGC, Highway 99 Corridor, and College District.
Scoping: Agencies, affected tribes, and members of the public are invited to comment on the scope of the EIS. You may comment on alternatives and/or concerns about potential impacts and make suggestions about potential mitigation measures, as well as other approvals that may be required. Per WAC 197-11-408 and RCW 43.21C.440(3)(b) the City invites the public, agencies, and tribes to a community meeting to discuss the planned action EIS scoping.
Appeal Process: This Determination of Significance may be appealed subject to the procedures identified in Lynnwood Municipal Code (LMC) 17.02.195. Any aggrieved person may appeal this Threshold Determination. An appeal must be filed in writing with the appropriate filing fee within 14 days of the date of determination becoming final. Any appeal must be submitted no later than September 20, 2023.
