Lynnwood Wastewater treatment plant (WWTP) collects and treats wastewater from a sewer service area of approximately 6,000 acres. The City’s goal is to protect public health and the environment by effectively treating sewage before it is discharged back into natural water bodies.

Originally constructed in 1962, the Lynnwood Wastewater Treatment Plant has served the community for more than 60 years. To continue providing reliable wastewater services, the City is undertaking major facility improvements to replace aging infrastructure, improve treatment performance, and meet evolving environmental regulations for decades to come.

Pretreatment Program

The Pretreatment Program helps protect the City’s wastewater collection and treatment systems by regulating substances discharged from industrial, commercial, and certain non-residential sources into the sewer system. The program works to prevent pollutants, chemicals, fats, oils, grease (FOG), and other harmful materials from damaging sewer infrastructure, interfering with treatment processes, or impacting water quality in Puget Sound. Through permitting, inspections, monitoring, and public education, the program protects the environment and helps ensure the wastewater system operates safely and efficiently.

Early Planning

In 2020, the City began a comprehensive evaluation of the existing wastewater treatment plant and sewer system to better understand current conditions, aging infrastructure, capacity needs, and future regulatory requirements. This effort resulted in the development of a Facility Plan that established a long-term roadmap for improvements to the wastewater treatment facility and supporting sewer infrastructure. The plan identified key Capital Improvement Projects (CIP) needed to maintain reliable service, improve system resiliency, address aging assets, and ensure compliance with evolving environmental regulations for decades to come.

Project Roadmap

The Lynnwood Wastewater Treatment Plant Upgrades Project is a long-term, phased initiative planned through approximately 2034 to modernize aging infrastructure and prepare the facility for future community and environmental needs. The project is currently in the Basis of Design (BOD) phase, where the team is refining key design decisions and confirming the recommended approach before advancing into detailed design, permitting, and phased construction.
