DETERMINATION OF NONSIGNIFICANCE

City of Lynnwood Code Amendment: City of Lynnwood Stream Maintenance Program (SEPA-26-0008)
NOTICE IS HEREBY GIVEN that the City of Lynnwood SEPA Responsible Official has issued a Determination of Non-significance (DNS) for the following proposal:
Project Description: On June 17, 2026, Derek Fada with the City of Lynnwood Public Works Department submitted an application for a SEPA for a stream clearing program. The program will clear obstructions and invasive plants at four sites throughout the city over a period of five years within WDFW fish windows.
Locations: The project is taking place at different locations throughout the city. For exact locations, please see the DNS document and its attachments on the City Website. 18000 Block of 26th Ave. W – Tunnel Creek (East of 18021 Alderwood Mall Parkway); 196th Place SW and 5400 Block – Scriber Creek (South of 5405 196th Place SW); 17000 Block of Hwy 99 (South of 16920 Highway 99); Interurban Trail at the 21300 Block (South of 6412 212th Street SW)
Comments and Appeals: This DNS is issued under WAC 197-11-340 (2)(c); as the lead agency, City of Lynnwood will not act on this proposal for 14 days from the date of issuance. The comment period ends August 19, 2026, and the DNS will become final unless the determination is withdrawn or amended by the City’s SEPA Responsible Official.
Any aggrieved person may appeal this threshold determination by submitting an appeal in writing to: Development & Business Services, 19100 44th Ave W, Lynnwood, WA 98036. An appeal may be submitted only after the close of the comment period but no later than September 2, 2026, which is 14 days from the end of the comment period. Be prepared to make specific factual objections in an appeal. The fee for an appeal is set forth in LMC 3.104.
