NOTICE OF APPLICATION & OPTIONAL DNS PROCESS

Proposal: Lynnwood Public Facilities District (PFD) Event Center Expansion and Master Plan (File No. DA-25-0001 & SEPA-25-0004)
Project Description: The PFD proposes to expand and redevelop the existing Lynnwood Event Center site. The preferred development alternative proposes to develop the approximately 13-acre site to include an expanded 182,800 square-foot indoor/outdoor event center, up to two 5-story multifamily residential buildings containing between 408 and 550 units, a hotel containing between 312 and 412 rooms, and between 91,030 and 121,430 square feet of commercial uses (including, but not limited to, retail and restaurant uses). The project includes new structured and surface parking, utility and infrastructure improvements, private street improvements, dedication of right-of-way to the City for the future 194th Street SW extension and 38th Avenue W, and the installation of site landscaping. The Event Center expansion adds approximately 118,000 square feet to the existing facility, supporting indoor and outdoor concerts and festivals, with the largest capacity events hosting up to 2,500 attendees. The application was submitted and deemed complete August 18, 2025.

Required Permits: This proposal will utilize a Development Agreement and will require subsequent construction and any other related necessary permits.
SEPA Review: The City of Lynnwood has reviewed the proposed project for probable adverse environmental impacts and expects to issue a Mitigated Determination of Nonsignificance (MDNS). This determination is based on the following findings and conclusions: The Lynnwood Public Facilities District Event Center Expansion and Master Plan has been reviewed within the scope of the environmental analysis conducted in the 2025 City Center + Alderwood Final Environmental Impact Statement (2025) and the Amended Planned Action EIS for the City Center (Ord No. 3425). The project is designed and conditioned to mitigate adverse environmental impacts, subject to the following conditions:
1. Incorporation of multiple design features that minimize noise impacts upon surrounding properties, including noise barriers, strategic orientation of speaker arrays, and utilizing building massings to block direct sound transmission to adjacent off-site residential areas.
2. Sound monitoring plan to ensure ongoing compliance with LMC 10.12, including real time monitoring of outdoor events. It has been determined that the project does not have a probable significant adverse impact on the environment.
The optional DNS process of WAC 197-11-355 is being used. This may be your only opportunity to comment on the environmental impact of the proposed project. The proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. A copy of the subsequent threshold determination for the specific proposal may be obtained upon request.

Appeals are subject to LMC 8.90.0370.H and LMC 17.10.135.
