The City of Lynnwood is undertaking a major upgrade of the Lynnwood Wastewater Treatment Plant to modernize aging infrastructure, improve treatment performance, and support future population growth through 2050. The multi-phase project will increase treatment capacity, improve system reliability, enhance energy efficiency, and help meet evolving wastewater regulations, including Puget Sound nutrient reduction requirements.

Key improvements include upgrades to aeration, secondary treatment, clarifiers, disinfection, solids handling, and electrical and control systems. Advanced nutrient removal processes will improve water quality, reduce nitrogen discharges to Puget Sound, and enhance operational flexibility during peak flow conditions.

The project also emphasizes sustainability through energy-efficient equipment, improved plant controls, and phased construction that maintains continuous operations while delivering a resilient, long-term wastewater treatment facility for the community.

Project Updates

UPDATES
  • The City is currently working with Hazen and Sawyer on development of the Basis of Design.
  • A series of workshops is being conducted in June 2026 to review the alternatives analysis developed as part of the 2024 Facility Plan.
  • The City is supplementing the contract of its Owner Advisor, KBA, to support the design phase of the project.
  • The City plans to apply for the General Contractor/Construction Management (GC/CM) delivery method by the end of 2026.
  • A GC/CM firm is anticipated to be selected in 2027 to support the design team during project development.  
  • Our project has been offered $6 million in low‑interest loan funding from the Clean Water State Revolving Fund (CWSRF) through the Washington State Department of Ecology to support project planning.
  • We have secured an additional $1 million in funding from the Public Works Assistance Program.
