Public Land Use Notices

Below are notices and announcements for active land use permit applications, code amendments, comprehensive plan amendments, and environmental reviews. The application review process includes opportunities for public comment and, in some instances, appeal.

As part of the land use permit review process, community members are invited to comment on the proposal. For most permit processes with a formal comment period, property owners and occupants within 300 feet of a proposal are sent a notice in the mail. Other types of public notice may include posting at official locations such as City Hall, publication in the Everett Herald, and a public notice sign at the subject property.

All comments must be submitted in writing to the Project Planner by the end of the comment period. People who provide input typically become a Party of Record, and receive future notifications associated with that land use permit.

Land Use Permit Applications Under Review (including SEPA)

NOTICE OF APPLICATION

Proposal: Apollo Scriber Lake Apartments (PDR-25-0009)

Description: On November 11, 2025, Apollo Scriber Lake submitted their application for a proposed 173-unit multi-family affordable housing development which was deemed complete on December 5, 2025. The proposed construction includes a 7-story apartment of 141,416 gross square feet with 54 surface parking stalls located under the structure. This project will require the lot combination of a 0.41-acre lot and a 0.80-acre lot into a single 1.21-acre lot through a Boundary Line Adjustment (BLA) to be run as a separate permit. Proposed construction improvements to the 1.21-acre site include all associated utilities, stormwater management, right-of-way improvements, and landscaping.

Required Permits: This project requires the approval of PDR and BLA permits, as well as associated construction permits. The BLA is not included within the PDR.

Comments and Contact: Any person has the right to comment on the application, receive notice of and participate in any hearings, request a copy of the decision once made, and appeal per the provisions of LMC 8.90. Comments concerning this project should be made in writing and delivered to the City of Lynnwood Development & Business Services Department office. Only those who provide written comments may appeal the decision.

NOTICE OF APPLICATION

Proposal: Lynnwood Mercedes-Benz Renovation and Carwash (PDR-25-0008).

Project Description: On November 12, 2025, Ed Minshull of LMA Architects, on behalf of Fields Lynnwood LLC submitted an application for the Fields Mercedes-Benz Lynnwood Remodel, a proposed renovation to an existing car dealership with auto sales and integrated service center. The proposed changes include a 308 SF addition to the existing detail bays, an 883 SF canopy at the front of the service center drop off lanes, a 1,623 SF enclosure of office and storage space on the second level beneath an existing roof, and a 1,581 SF carwash. Proposed construction improvements to the 3.51-acre site include any applicable utilities and stormwater management improvements. The application was deemed complete on December 1, 2025.

Required Permits: This project requires the approval of a Project Design Review Permit and all related construction permits.

Land Use Permit Decisions & SEPA Determinations

Proposal Name and File Number: College Place Elementary and Middle School Replacement (PDR-25-0005)

Decision: On November 24, 2025, the City of Lynnwood’s Development & Business Services Director granted approval with conditions for a proposed construction of a new elementary and middle school in one building with a planned gross area of 222,000 square feet, and a footprint of 102,945 square feet. The building will consist of the separated elementary and middle schools, with a shared kitchen and delivery space. The phased construction plan will keep the existing middle school open during construction, with the elementary students moving off-site. The siting of the building and overall campus have been designed to save as many existing trees as possible, and the building exterior will feature natural-look materials to evoke the wooded coastline of the Lynnwood-Edmonds area. The project will also include all new play areas, new parking lots, drop offs, new fields and track, and a park area where the existing middle school currently sits. Edmonds School District is acted as the Lead Agency for a SEPA Determination of Nonsignificance regarding this project. Comprehensive Plan Amendments

City of Lynnwood 2025 Amendments to the Comprehensive Plan

NOTICE IS HEREBY GIVEN that:

The City of Lynnwood is now accepting requests to consider amendments to the City of Lynnwood Comprehensive Plan (“Plan”). This opportunity will occur with the required periodic update. By state law, amendments to the Plan generally may be considered only once a year. Lynnwood’s Comprehensive Plan is the official public policy document to guide the City’s growth and development over the coming years.

Adopted by the City Council, the Plan contains text, statistics, and maps that are available for use by both the public and private sectors of Lynnwood. The Plan may be viewed on the City’s website (www.lynnwoodwa.gov). The deadline for filing for the 2025 amendment cycle is April 1, 2025.

Per RCW 36.70A.130, the City of Lynnwood is required to periodically update its comprehensive plan and development regulations. The last major Comprehensive Plan update the City completed was in 2015, with minor amendments occurring annually.

2023 Annual Amendment Process

By state law, amendments to the Plan generally may be considered only once a year. The deadline for filing for the 2023 amendment cycle is March 31, 2023.

Hearing Examiner Public Hearings


The hearing examiner is a neutral party contracted by the City of Lynnwood to provide due process and appearance of fairness for public hearings regarding land use decisions.

The duties of the hearing examiner are outlined in LMC 2.22 Hearing Examiner.

The Lynnwood Hearing Examiner reviews and makes decisions on several land use applications including but not limited to:

  • Conditional Use Permits
  • Planned Unit Developments
  • Subdivisions (10 or more lots)
  • Some rezones
  • Reasonable Use Permits
  • Administrative Appeals
