Public Land Use Notices

Below are notices and announcements for active land use permit applications, code amendments, comprehensive plan amendments, and environmental reviews. The application review process includes opportunities for public comment and, in some instances, appeal.

Public Comment

As part of the permit review process, citizens are invited comment on the proposal. For most permit processes with a formal comment period, property owners and occupants within 600 feet of a proposal are sent a notice in the mail. Other types of public notice may include posting at official locations such as City Hall, publication in the Everett Herald, and a public-notice sign at the subject property.

All comments must be submitted in writing to the Project Planner by end of the comment period. Citizens who provide input typically become a Party of Record, and receive future notifications associated with that land use permit.

Public Land Use Notices

NOTICE OF ENVIRONMENTAL DETERMINATION:  Legacy Alderwood Hotel (PDR-008980-2020, ERC-008981-2020, and PAR-009842-2020)

DESCRIPTION OF PROPOSAL: On February 3, 2020, Clark | Barnes (on behalf of Legacy Development and Management II. LLC) submitted an application for a SEPA environmental threshold determination. The project is a new 6-story hotel building (150 rooms, 85,550 square feet) with 121 parking stalls. The application was deemed complete on February 25, 2020.On August 27, 2020, the applicant submitted an administrative parking reduction land use permit to reduce parking from 150 stalls to 121 stalls (19.3%).The property is zoned Planned Regional Commercial (PRC).  The application was deemed complete on August 28, 2020. The property is zoned PRC. 

SEPA DNS DETERMINATION: The lead agency for this proposal (City of Lynnwood) has determined that the proposed development does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request. This Determination of Nonsignificance (DNS) is issued under WAC 197-11-340(2).  This determination is issued on the basis of compliance of the proposal with all applicable federal, state and local laws, regulations and standards and does not modify or waive any such law, regulation or standard.

NOTICE OF APPLICATION: Wobneh Accessory Dwelling Unit (ADU-009504-2020)

Project Description: On September 8, 2020 an application for an Accessory Dwelling Unit (ADU) was submitted to the City of Lynnwood for a 420 square foot attached ADU in an existing single-family home. The property is zoned RS-8. The application was deemed complete on October 6, 2020. 


NOTICE OF APPLICATION: Zainab Organization of Greater Seattle - Rezone  

Project Description: On July 13, 2020, the Zainab Organization of Greater Seattle submitted an application to rezone (reclassify) an approximately 0.80 acre property from the Neighborhood Commercial (NC) to General Commercial (CG) zone. The Comprehensive Plan Future Land Use designation of the property is Regional Commercial (RC). The application was deemed complete September 28, 2020.

NOTICE OF APPLICATION: Estates at Pinebrook (File Nos. PLT-009464-2020, PUD-009466-2020, ERC-009439-2020)

Project Description: On August 21, 2020 Scott Borgeson with Pacific Ridge Homes submitted an application for a subdivision in the Residential Single-Family 7200 Zone (RS-7) to allow for the construction of 40 single-family residences on about 7.92 acres located north of 208th St SW near the intersection with 63rd Ave W. Associated land use applications include a Plat (PLT-009464-2020), Planned Unit Development (PUD-009466 -2020), and SEPA Environmental Review (ERC-009439-2020).

NOTICE OF APPLICATION: Luu Accessory Dwelling Unit (ADU-009440-2020)

Project Description: On August 13, Amanda Luu submitted an application for an Accessory Dwelling Unit in the College District Mixed Use (CDM) Zone to allow for the construction of a 425 sf accessory dwelling unit on an existing CDM zoned parcel with an existing house at 6722 200th St SW.


NOTICE OF APPLICATION: Alexan Alderwood Apartments (File Nos. PDR-009442-2020, PAR-009447-2020, ERC-009446-2020)  

Application and Project Description: On August 14, 2020, Trammell Crow Residential submitted applications to construct 383 apartment units and 3,375 sf of retail in 4 bldgs, and 566 parking spaces on about 9.1 acres. The subject property is zoned Planned Commercial Development (PCD).

 NOTICE OF APPLICATION: Lifetime Short Plat (STP-009425-2020)

On August 5, 2020, Lee Michaelis with Puget Sound Planning submitted an application for a 2-Lot Short Plat in the RS-8 zone on about a half acre. The application was deemed complete on September 1, 2020.


 

NOTICE OF APPLICATION: Kohler Attached Accessory Dwelling Unit (ADU) (ADU-009358-2020) 

On July 11, 2020, an application for an attached Accessory Dwelling Unit (ADU) was submitted to the City of Lynnwood. The applicant proposes converting a garage into the 397 square foot unit. The property is zoned Residential 8400 Sq. Ft. (RS-8). Comments are due by August 21, 2020. 


NOTICE OF APPLICATION: Habte Attached Accessory Dwelling Unit (ADU) (ADU-009327-2020) 

On June 24, 2020, an application for an attached Accessory Dwelling Unit (ADU) was submitted to the City of Lynnwood. The applicant proposes a maximum 800 square foot unit and 200 square feet of storage. The property is zoned Residential 8400 Sq. Ft. (RS-8). Comments are due by July 30, 2020. 


NOTICE OF APPLICATION: Craig Short Plat (STP-009317-2020)

On June 22, 2020, Mr. Jeffrey Craig submitted an application for a two-lot short plat to divide one existing parcel into two new lots. The project will use lot size averaging, allowing a reduction in size of one lot. The smaller parcel is proposed to be 8,038 square feet and the larger parcel is proposed to be 10,353 square feet. The property is zone Residential Single-Family 8400 (SF-8). The application was deemed complete on July 2, 2020.


NOTICE OF APPLICATION: Lynnwood Place Buildings 5 and 6  (File No. PDR-009243-2020)  

On May 12, 2020, Joe Donahou on behalf of Wakefield Alderwood LLC applied for a Project Design Review (PDR) permit for two single story commercial/retail buildings. Building 5 is 3,200 sf and Building 6 is 6,295 sf). The property is zoned Commercial Residential (CR). Comments are due June 23, 2020.


NOTICE OF APPLICATION: Newman Short Plat (STP-009135-2020)

On March 19, 2020, Ronald Newman applied for a short subdivision of one 1.90 acre parcel into 8 lots and one tract (a total of 9 divisions). The site is zoned RS-8. The site is currently developed with a house that will remain. Lots will access public roads via 62nd Avenue West and 63rd Avenue West. The application was deemed complete on April 13, 2020.


NOTICE OF APPLICAITON: JAC 44th Ave W Short Plat (STP-009170-2020)

 On April 3, 2020, JAC Consulting, LLC applied for a short subdivision for one 0.63-acre parcel to be divided into three lots. The site is currently developed with a house and detached garage. The property is zoned RS-8. The application was deemed complete on April 15, 2020.

Doonan 5-Lot Short Plat Notice of Decision (STP- 008553-2019)

The final short plat for the Doonan Short Plat was approved by the Mayor on February 18, 2020 dividing two lots into five lots. The property is zoned RS-8.

Comprehensive Plan Amendments and Rezones

2020 Amendments to the Comprehensive Plan

The City of Lynnwood is now accepting requests to consider amendments to the City's Comprehensive Plan.  This is an annual opportunity for the public to propose amendments to the plan.  The deadline for filing for the 2020 amendment cycle is 5:00pm on April 1, 2020.
